The Action Man Programme is a secret organization within the Secret Intelligence Service of the United Kingdom. Their principal agent is Action Man.

History[]

The Action Man Programme was established in 1586,[2] during the reign on Queen Elizabeth I. The Action Man Programme was intended to support a single agent, trained to both physical and mental perfection. This agent could operate in situations where an elite team could not.[3] The first head of the Programme was Sir Francis Walsingham, and the first Action Man was Christopher Marlowe.[2]

During the 1800s, Victor Hugo served as the head of the Action Man Programme. He was the only non-British head of the unit, and was appointed because countering Napoleon III was more important than nationalities. Hugo ran the programme while in exile from Hauteville House on Guernsey, in the Channel Islands.[3]
